THE CHALLENGE
Our customer, a life insurance business, was sold by a major Australian bank with a Transition Agreement prescribing that within 5-years, our customer needed to be fully separated across process, people, systems, and data to be an operationally independent organisation.
Given the regulatory complexity of the insurance industry and the scale of the transition, this sale made for a technically complex transition and re-platforming program of work. The program was one of the largest transition programs in Australia, with a very large team both onshore and offshore working towards meeting the separation deadline. The scale, complexity and the incumbent system integrator’s progress against delivery plan were the major catalysts for our customer to engage DB Results.
THE SOLUTION
Based on our reputation, relationships, and separation/transition program experience in other industries, DB Results was engaged to initially review and provide recommendations to course-correct the delivery plan for the remainder of the program. A senior and experienced team reviewed, analysed and recut the program delivery plan, architecture, team structure and delivery approach using our independent verification and validation methodology and Customer Integration Partner™ framework.
To return to plan and drive the program forward in line with recommendations, DB Results was then further engaged to provide leadership in several key delivery verticals, including program management, architecture, business analysis, organisational change management, data migration and testing. This initial leadership team grew to include close to 40 consultants integrated at different levels of the program.
As members of the core Program Leadership Team, we implemented cost-out measures to meet the strict schedule and budget required and worked to correct the delivery culture and align all discrete streams of work to common outcomes and milestones by opening the lines of communication across customer, vendor and DB Results staff. In partnership with Procurement, we negotiated with vendors and third parties to drive commercial agreements that better served the program’s interest whilst ensuring win-win outcomes for impacted parties.
Key to ensuring the program remained deliverable on the revised plan was confirming the overall solution was technically achievable within the Transition Agreement imposed constraints and enabled our customer to provide operational service to its customers. We led end-to-end elaboration sessions to refine business and technical requirements, which were translated to enterprise solution architecture and business process-based solution design flows detailing how the target solution would meet separation requirements and enable the organisation to transform post-transition.
We worked closely with users across the business to determine requirements, model future-state business processes and led organisational change management activities to ensure the business’ confidence and adoption of the solution, rolling out training activities to embed the change to impacted internal and external stakeholders.
Data migration and data transformation were paramount to the success of the program. Data sourcing and assurance consultants managed the de-mingling of data across organisational boundaries, focusing on the quality, cleansing and validation of data, ensuring all necessary data was migrated to the target platforms.
THE RESULTS
Since DB Results’ involvement in the program, 20 successful releases have been delivered on time and on budget, including 7 PAS migrations. During this process, 40 years of data were migrated from 7 legacy PASes and over 150 dependent applications to a singular target PAS, successfully landing the technology solution and ensuring the newly independent life insurance business was operational. The 20th and final release marked the complete separation of the two organisations, in-line with the schedule and budget provided at the initial engagement.
DB Results will continue to work together with our customer following the transition program, expanding our relationship to BAU projects.
